Inland Communities (iCom) is a residential land development company with primary focus in California. It was founded in 1993 by Jim Ahmad and later joined by Mohamad Younes, two seasoned and respected real estate executives. Inland is based in Los Angeles, California, and focuses on the full spectrum of residential assets from raw land to finished lots, as well as non- performing loans secured by distressed residential land assets.
Each of iCom’s principals represent over thirty years of industry experience with both traditional and unique properties. Combined, they have managed and executed developments that span over 14 master-planned communities including 16,000 residential lots, and over 500,000 square feet of commercial space. They have also managed the construction of numerous residential developments for sale to merchant builders. Ahmad has extensive experience with private and public capital markets as it relates to project financing and has managed the disposition of numerous tracts. Younes on the other has in-depth experience in project design and management.
Over the course of their careers, Ahmad and Younes have been instrumental in the acquisition and development of extremely complex master-planned communities in California. This experience includes properties with large infrastructure costs, freeway interchanges, bridges, sloped/hillside grading, golf course development, multi-jurisdictional entitlements, schools, parks and amenities. These projects include the APA award winning University Hills, developed to embrace the CSU campus in San Bernardino.
iCom additionally provided specialized advisory services encompassing asset repositioning for disposition, project due diligence & feasibility analysis with clients including local and regional financial institutions and Wall Street firms (FBR, Saybrook Capital, Bank of America, FDIC, East- West Bank, California Bank & Trust, Colony Capital, and many others).

Bill Rattazzi, Executive VP & COO
Bill Rattazzi has joined Inland Communities Corp after over 40 years working around the world as a senior executive with hands on experience entitling, developing and constructing various types of properties including, high rise buildings; industrial plants, bridges, master planned communities, homes, and retail centers. With a Civil Engineering undergraduate degree as well as a Masters in Business Administration, Bill is also holds a MIRM designation with the Institute of Residential Marketing , is a member of the Urban Land Institute, a Past President of the Los Angeles/Ventura Building Industry Association, a licensed General Contractor, and a member of Cabrillo Development Corporations development committee.
Bill’s responsibilities include the startup and growth of a newly formed homebuilding entity, Invision Community Builders, LLC, which will operate under the Inland Communities Corporation banner moving forward.
Prior to joining our team, Bill served as the Chief Executive Officer of EmaarMGF, in India and Dubai, involved with the construction and development of various properties throughout the region. He was seconded to that position after serving as the Division President of the Los Angeles/Ventura regional offices for John Laing Homes subsequent to the purchase of John Laing by Emaar. Coming from both a strong building as well as development background, Bill was a principal with SunCal Companies, opening up the Los Angeles and Ventura marketplace presence for that organization in the late 90’s, after serving as the Chief Executive Officer of Dale Poe Development Corp, and before that, as a Senior Vice President with the Newhall Land and Farming Company.
Jim Ahmad is the founder of Inland Communities Corp. Mr. Ahmad began his career as a project manager for a leading homebuilder in Illinois. In that capacity he oversaw all phases of development, from land planning through build out. In the early 1990’s Mr. Ahmad’s work shifted to providing support services for Builders and Financial institutions. As a consultant, Mr. Ahmad was instrumental in assisting clients in identifying factors affecting development opportunity and land constraints. Since Inland Communities Corp.’s inception in 1993, Mr. Ahmad has been engaged in the acquisition and development of several thousand raw acres of land throughout the Southern California region, and, more recently, has been active in Urban infill developments in Los Angeles. Under various entity names, Mr. Ahmad
has also co-ventured the construction, marketing, and sales of several hundred homes in communities such as Redlands, Rancho Cucamonga, Monterey Hills, East Highlands, and many others.
Mr. Ahmad holds a Bachelor’s Degree in Civil Engineering and received his Master’s Degree in Civil Engineering and Construction Management from the University of Southern California in 1981.
Mohamad T. Younes is Sr. Vice President of Inland Communities Corp. A registered professional engineer in California and Arizona, Mr. Younes has more than 31 years of diversified experience in the land development and public works arenas. Mr. Younes was formerly Associate Vice President and Civil Engineering Division Manager for the greater Southern California area at the national civil engineering firm PBS&J. Mr. Younes has acted as the Principal in Charge and manager on a variety of large master planned communities and land development projects.
His experience includes Specific Plans as well as water distribution and wastewater collection systems, roadway and highway design projects. Mr. Younes’ diverse experience includes directing the preparation of specific plans, environmental impact reports, tentative tract maps, final tract and parcel maps, drainage plans, grading and street improvements for subdivision projects, and the preparation of plans, specifications and estimates for public works projects. Mr. Younes served in many key positions, including chairman of City of Riverside Design Review Board, President and state board member at Consulting Engineering and Land Surveyors of California to name but a few. Mr. Younes is an active member of the American Society of Civil
Engineers and the Building Industry Association. Mr. Younes is a former board member of the Building Industry Association, Riverside and Baldy View Chapters.
Mr. Younes received his Bachelors and Masters of Science Degrees in Civil Engineering from Wayne State University in Detroit, Michigan.
Lamia Lauar has over 20 years’ experience in executive & general management. She has been instrumental in reorganizing several companies, reducing operating costs, and contract negotiations, and managing the company bottom line. Ms. Lauar was also a driving force behind several startups, and responsible for the sales & management of the larger part of their accounts. She has extensive technical experience and HR experience.
Ms. Lauar graduated with a B.Sc. degree in Electronic, Computer and Systems Engineering in 1993 and an M.Sc. degree in Digital Communication Systems in 1994 from Loughborough University of
Technology in the UK. She has also completed numerous courses at Anderson Business School - UCLA.
Alex Anaya has more than 10 years of QuickBooks experience. Ms. Anaya is in charge of accounting, bookkeeping and monthly bank reconciliations for the various entities. Ms, Anaya works closely with the CFO. She is also responsible for tracking consultant contract billings and release. Ms. Anaya also prepares financial reporting and member distributions.
