President and CEO

Jim Ahmad founded Inland Communities Corporation in 1993, engaging in the acquisition and development of raw land on both the residential and commercial side. His background included providing advisory and support services in land development for financial institutions. Under numerous partnerships, he co-ventured the construction, marketing, and sales efforts for numerous residential communities in Southern California. He has been involved in a principal role in the acquisition and repositioning of non-performing and sub-performing Bank loans. Mr. Ahmad began his career in Illinois working as a Project Manager for a home builder.

Mr. Ahmad received his Bachelor’s Degree in Civil Engineering and his Master’s Degree in Civil Engineering and Construction Management from the University of Southern California.

Executive VP and COO

Bill Rattazzi has more than 45 years of “hands on” experience working as a senior executive. His range includes entitling, developing and constructing various types of properties including, high rise buildings, industrial plants, bridges, master planned communities, homes, and retail centers.

Mr. Rattazzi served as the Division President of the Los Angeles/Ventura regional offices for John Laing Homes, and as Chief Executive Officer of EmaarMGF (India and Dubai), involved in development and construction of many types of properties.

Prior, he served as a principal with SunCal Companies, opening their Los Angeles and Ventura marketplace in the late 90’s. This was after serving as the CEO of Dale Poe Development Corp, and Senior Vice President with Newhall Land and Farming Company.

In addition, Bill holds an MIRM designation with the Institute of Residential Marketing, and is a Past President of the Los Angeles/Ventura Building Industry Association. A licensed General Contractor, he is a member of Cabrillo Development Corporation’s development committee.

He holds a Civil Engineering undergraduate degree and a Master’s in Business Administration.

Mohamad T. Younes

A registered Professional Engineer in California and Arizona, he brings more than 35 years of diversified experience in land development and public works. Previously, he was Associate Vice President and Civil Engineering Division Manager for the greater Southern California area at PBS&J, a National civil engineering firm. Mohamad acted as the Principal in Charge on a variety of large master planned communities and land development projects.

Among his areas of focus were water distribution and wastewater collection systems, along with roadway and highway design projects. He directed the preparation of environmental impact reports, tract and parcel maps, drainage plans, and grading and street improvements for subdivision projects. Mohamad prepared plans, specifications and estimates for public works projects.

Younes served as Chairman of the City of Riverside Design Review Board and as President and State Board member at Consulting Engineering and Land Surveyors of California. He remains an active member of the American Society of Civil Engineers and Building Industry Association.

His Bachelors and Masters of Science Degrees in Civil Engineering are from Wayne State University in Detroit, Michigan.
